1. What is a service request?

2. How often are City streets swept?

Every public street within the City is swept once per month. Arterial streets are swept twice per month. During heavy leaf-drop season (November through January), every street is swept twice. 3. Why doesn't the City install a stop sign at a certain intersection?

Stop signs may be installed after stop sign warrants are met for a particular intersection. Stop sign warrants are based on traffic volumes, visibility, and the accident rate. Many people believe stop signs are the answer to controlling speeding along streets. The Caltrans traffic manual states that stop signs are not to be used as a speed control device, but to identify who has the right-of-way at an intersection. 

Studies have shown that when unwarranted stop signs are installed along a road, motorists soon realize that the stop signs are unnecessary and begin to run the stop sign. This behavior could lead to an accident. Also, motorists tend to speed up after an unwarranted stop sign because they are frustrated by having to stop or slow for what they feel is an unnecessary stop sign. In many cases, measured speeds have been higher between stop signs than before the signs were installed.

4. How do I ask the City to review a traffic problem in my neighborhood?

The City has developed the Multi Modal Transportation Safety Program (MMSTP) to evaluate traffic problems and develop strategies to improve traffic conditions in residential areas. Please call 916-727-4770, or use the city’s MMTSP Reporting Form to report your concerns.

5. What can be done about speeding in my neighborhood?

Studies show that a high percentage of neighborhood speeding is caused by people who live within the area. The police department will respond to reports of specific problem drivers. The traffic engineering staff members work closely with the police and fire departments to develop area-wide plans.

6. How do I report missed service for garbage, organic green waste, or mixed recycling containers?

Missed pick-ups can be reported via SeeClickFix or by calling the General Service Department at (916) 727-4770. You may also call Republic Services directly at (916) 725-9060.

7. In which neighborhood area do I live / work?

The City is divided into 11 neighborhood areas. Each area includes the people who live and work within the boundaries. 8. Where can I get sandbags in storm season?

The City provides sandbags for CITRUS HEIGHTS RESIDENTS ONLY.  Please bring proof of residency, such as driver’s license or utility bill showing you live in Citrus Heights. If you do not live in Citrus Heights, please contact your local agency (City of Roseville, Sacramento County, Placer County, etc.) for sandbag information. 

The City can provide limited, unfilled sandbags to our residents through the General Services Department.  Residents may come to City Hall at 6360 Fountain Square Drive during normal business hours (M-F, 8-5), provide proper identification showing Citrus Heights residency, and staff will provide a limited number of empty sandbags to be self-filled at the following the locations: 

• City Hall (6360 Fountain Square Drive) 

• C-Bar-C Park (8275 Oak Avenue)

11. WHAT information do you need from me to report a pothole?

1. Location (intersection or address)

2. Specifics – bike lane, center line, corner at stop sign, left turn pocket, etc.

3. Provide pothole size – small, medium, large or dimensions – 12x12, depth, etc.

4. Take a picture or geocode it with SeeClickFix

1. Weight – heavy vehicles and frequent traffic deteriorate pavement

2. Water – water seeps into cracks, loosening asphalt

3. Weather – wet and cold weather weaken roads further

13. HOW are potholes repaired?

FIX IT FACTS –  

1. Hot asphalt can’t be applied in cold, wet weather – hot asphalt requires temps to be 50 degrees or higher

2. Cold patch won’t compact as tightly as hot asphalt and may loosen again, especially when wet

3. Mill and fill removes existing surface layers, usually in larger sections than the pothole, and refills the area with new asphalt for 7-10 year life span

14. How do I know if I need flood insurance?

On February 22, 2024, the Federal Emergency Management Agency (FEMA) has adopted new Flood Insurance Rate Maps (FIRMs) to better reflect the flood hazards.  The mortgage and insurance industries rely on these FIRMS to determine the need for a property owner to purchase flood insurance. 15. How do I know if I need an Elevation Certificate?

You may need an Elevation Certificate if: 

• when you are planning additions or new structures on your property within 50-feet of a floodplain
• your structure is located within a flood hazard area, flood insurance protection is required by your mortgage company
• if your property changed designation in the recently adopted (February 22, 2024) Federal Emergency Management Agency (FEMA) Flood Insurance Rate Maps (FIRMs) to better reflect the flood hazards.
