ADU Preapproved Plans (AB-1332)
In alignment with AB 1332, the City of Citrus Heights is now welcoming applications from architects and designers to have their detached ADU plans "preapproved." Submitted plans will undergo the standard plan check process to ensure compliance with all applicable codes and regulations.
Once approved, the plans will be featured on the City's Preapproved Vendor ADU List, providing property owners with a curated gallery of ready-to-use designs. Property owners can directly reach out to architects and designers to purchase their plan sets, streamlining the process for building ADUs.
Architects and designers may submit their ADU plans for pre-approval through the Citizen Access Portal following the steps below.

Vendors-How to Submit Plans for Preapproval:
- Prepare Plans
- Create ADU plans that are not site-specific, include architectural plans, structural drawings and calculations. Follow the instructions and requirements outlined in:
- Schedule a Preliminary Preapproved ADU Meeting
- Contact a Planner by emailing planning@citrusheights.net if you have questions about the preapproval process or for scheduling your preliminary plan review meeting. The Building and Planning Division will review your ADU submittal for completeness and ensure the application is ready for plan review.
- Submit Plans and Pay Fees
- After preliminary review, plans must be submitted to the City's Citizen Access Portal. Plan check fees will be invoiced and are due to prior to project review. Plans will be reviewed by the Building and Planning Division.
- Plan Review
- Once the plans have been reviewed and approved, the City will provide an approved copy to the vendor. Vendor contact information will be added to the Preapproved ADU Vendor List.
- Get Listing on Preapproved ADU Vendor List
- The Vendor's business name, contact information, and a brief description of the size and type of approved ADU plan will be added to the Preapproved ADU Vendor List.
- Posting of preapproved plans shall not be considered an endorsement of the applicant.
- The preapproved plans will be removed from the website within 30 days of an applicant's request for removal.
- The preapproval expires at the end of the building code cycle (December 31, 2025). For production units e.g. factory-built, manufactured, mobile, etc., the preapproval expires when the State Inspector stamp expires.
Use of the Preapproved ADU Plans (NOTE: At this time the City does not have any vendors who have submitted plans for preapproval. If plans become available, the Preapproved Vendor ADU List page will be updated).
- Applicants will choose from the selection of vendor plans
- Please consult with the Planning Division (planning@citrusheights.net) to ensure the Accessory Dwelling Unit (ADU) is suitable for the property and to address any potential issues.
- Applicants will contact the Vendor using the information provided on the Preapproved ADU Vendor List webpage, to purchase plans and obtain an authorization letter for approval to use/apply with their plans
