Blight Abatement Municipal Codes
The City of Citrus Heights has a suite of municipal codes designed to address blight, community image, and safety issues.
The Citrus Heights Police Department strives to connect individuals experiencing homelessness with services but is also charged with bringing accountability through law enforcement, including enforcement of the following:
Illegal Camping Ordinance
It shall be unlawful for any person to camp, occupy camp facilities or use camp paraphernalia in the city, whether on public or private property, whether paved or unpaved, except as expressly permitted by this article.

Unlawful Storage of personal property in public Space
It shall be unlawful for any person to store or leave unattended personal property, including camp facilities and camp paraphernalia on public property, unless such storage is expressly authorized and in conjunction with a permitted camping activity under this article.

Illegal Dumping Ordinance
It is unlawful for any person to place, deposit, dump, release, spill, leak, pour, emit, empty, discharge, inject, bury, or dispose into the environment (including by abandonment or discarding of barrels, containers, and other closed receptacles) or cause to be placed, deposited, dumped, released, spilled, leaked, poured, emitted, emptied, discharged, injected, buried, or disposed, any solid waste to come to be located on any premises in the city, except in an authorized location or permitted container or at an authorized or permitted solid waste collection facility.

Shopping Cart Ordinance
Without the prior written consent of the owner, it is unlawful for any person to remove, or cause to be removed, any shopping cart which is the property of the business establishment furnishing such carts for its customers' use, from the parking lot or other premises of said business establishment.
