Sunrise Mall Draft Specific Plan Now Complete

Newsflash - Sunrise Tomorrow Specific Plan Draft Complete

Sunrise Tomorrow is a project to re-imagine the heart of Citrus Heights and transform the Sunrise Mall property into a premier regional destination and a flourishing center of community life.

The Sunrise Tomorrow Specific Plan — which is now in completed draft form — establishes the regulatory and design framework for future redevelopment of the 100-acre Sunrise Mall property. This Specific Plan controls what can be built at the site, establishes requirements for how much building area is allowed, what uses are permitted, and where street networks and open spaces are to be located.

The community is invited to join the City's third Sunrise Tomorrow community workshop, hosted virtually via Zoom on Thursday, August 5 at 5:30 p.m. The project team will be discussing the final draft plan, including an updated timeline, how the project has responded to COVID-19, answering community questions, and more. Click here to register!

The overall purpose of the Specific Plan is to provide a comprehensive direction for development of the project site, while implementing the goals and policies of the Citrus Heights General Plan and aligning with the community's vision. Once approved, the Sunrise Tomorrow Specific Plan:

  • Streamlines Future Development Review
  • Increases Flexibility for Redevelopment
  • Reduces CEQA Risk for Developers
  • Establishes Grass Roots Community Support

The project team would like to thank everyone who has been a part of the draft Specific Plan process, including community members, mall property owners, elected officials, and other stakeholders. Our community has thought deeply and creatively, envisioning new forms of urban development with new ways of working, getting around, shopping, and enjoying family time. The resulting draft plan offers the opportunity to redevelop the site into something that is reflective of how residents, workers, and visitors want to live in the future.
