Q: Do all permits require plan review?
A: Not all permits require plan review.  Most reroof, electrical, plumbing and mechanical permits are issued over-the-counter. Structural modifications, commercial tenant improvements and other more involved projects do require plan review.
 
Q: How many sets of plans are needed?
A: We require four sets for most projects and five sets for all new commercial and new residential projects.
 
Q: When are the approvals of other departments or agencies required?
A: At the time plans are submitted to the Building and Safety Division, the permit technician will inform the applicant if other department or agency approvals will be required. When in doubt, give us a call at (916) 727-4760 between 8:00 a.m. and 5:00 p.m.
 
Q: How long does plan review take?
A: Plan review generally takes ten business days for a first submittal and five business days for resubmittals.
 
Q: When do I need a building permit?
A: Permits are necessary for any work that physically changes or adds to your property including:
  • Building a house or other structures
  • Additions or alterations to your existing home
  • Moving or demolishing a building
  • Interior demo for residential or commercial buildings
  • re-roofing your home or other buildings
  • Installation of a wood burning stove or fireplace
  • Adding a swimming pool
  • Fences over six feet in height
  • Patio/carport covers
  • Decks over thirty inches off the ground or attached to a house
  • Retaining walls
  • New plumbing (gas and water lines)
  • Replacement of water heaters
  • Replacement of heating and air conditioning equipment
  • All electrical, mechanical and/or plumbing alterations/improvements
 
Q: How much do building permits cost?
A: Permit costs are based on the valuation of the work. The minimum cost for permit is $67, which includes one inspection. The Building and Safety Division has fee schedules available for reroofs, plumbing, electrical and mechanical work.
