The CDBG Program
The federal Housing and Community Development Act of 1974 created the
Community Development Block Grant (CDBG) program that is today administered by the U.S. Department of Housing and Urban Development known by most simply as "HUD."

The CDBG program grants federal funds to state and local governments for a variety of housing and community development activities. The City of Citrus Heights receives CDBG funding as an "Entitlement Community." Activities funded by CDBG may include the rehabilitation of existing housing, construction or renovation of community facilities, public improvements and public services.

Examples of past programs and public improvements that have received Citrus Heights CDBG funding include:

  • Free meals for senior citizens
  • Teen recreation and leadership programs
  • Housing repair loans and grants
  • Sidewalk installation
  • Homeless services
  • Playground equipment
  • Street lighting

Five-year Consolidated Plan
Each year Citrus Heights receives an annual award of CDBG funds. The use of these funds is guided by the Citrus Heights Consolidated Plan. This plan is updated every five years. The Plan includes a description of the City, assesses the City's needs and has a strategy to meet those needs with programs, services and other initiatives. Annual Action Plan
Each year the City must create an Annual Action Plan. This Plan includes a description of how the City will expend its annual award. The Action Plan relates annual expenditures of the grant funds to the Consolidated Plan. Please find a link to the current Annual Action Plan in the Document Download section of this page.

Annual Funding Cycle
The City accepts proposals for the use of CDBG funds on an annual basis. A Notice of Funding Availability and Request for Proposals (NOFA/RFP) is published in the fall of each year. Please see the City's RFP page for any current NOFA/RFP's. Please find a link to the annual CDBG calendar in the

Annual Performance Evaluation
Each year, the City must prepare and publish a "Consolidated Annual Performance and Evaluation Report" or "CAPER." This report documents the City's performance against the annual goals of the Action Plan and the five-year goals of the Consolidated Plan. Please find a link to download the most current CAPER in the

Public Participation
At each stage of the annual and periodic five-year planning process there is opportunity for public participation. These opportunities may be to speak at public hearings or to provide written comment. The City will notify the public of these opportunities as they occur. All meetings are held in an accessible structure.
