The Human Resources and City Information Department serves as an internal customer service provider of integrated administrative services such as general administration, human resources, information technology, and risk management. The department also has lead responsibility to work with San Juan Unified School District, Sunrise Recreation and Park District, Sylvan Oaks Library, and the Citrus Heights Collaborative on many community partnership initiatives.

- Human Resources Division is responsible for implementing the city's mission, vision and core values, as well as recruiting, hiring and retaining a talented workforce.
- Risk Management Division seeks to maintain a safe and fair working environment and to ensure that city assets are protected from loss, theft, and misuse. In partnership with the City Manager's Office, the division reviews liability claims submitted against the city to determine any appropriate actions. This division also works with injured employees to return them to full health and supports workplace safety and training.
