Stock Ranch Overview
In February 2001, the Citrus Heights City Council adopted the Stock Ranch Guide for Development to implement the objectives and policies of the General Plan that guide the development of the Stock Ranch area. Stock Ranch is located in the central portion of the City and is bounded to the north by Auburn Boulevard, Sylvan Road to the east and Greenback Lane to the south and Van Maren Lane to the west. The Stock Ranch Planning Area includes 129 acres of which the dominant land uses are commercial, single-family residential and open space.
The Stock Ranch plan provides for the development of 570,000 square feet of commercial areas that allows the construction of a maximum of two "big box" retailers. The plan also includes over 43 acres for residential development and 32 acres of open space.
Development Activities
On February 26, 2003, the City Council approved the first development plans for the Stock Ranch area. The plans included the development of the north side of the creek with a 148, 663 sq. ft. Costco Wholesale Warehouse including a 5,200 sq. ft. tire and fueling center that opened in December 2003.
In August 2004, the city received an application from Wal-Mart Stores to construct a retail store for the second "big box" user allowed through the Stock Ranch Guide for Development. The Wal-Mart proposal consists of the construction of a retail store with garden center of approximately 155,000 square feet. The Wal-Mart project was approved by the City Council at their meeting held on February 9, 2005.
Also approved within the Stock Ranch planning area is a 98-lot single-family home subdivision (currently under construction by Ryland Homes) located south of the creek area along Stock Ranch Road . The lots range in size from 5,000 sq. ft to 13,346 sq. ft in size. The subdivision also includes approximately 12.8 acres of open space/floodplain lots and a 4.5-acre neighborhood park site. The park is under construction and is expected to be opened in Spring 2005.
History
The history of Stock Ranch extends to the earliest days of Citrus Heights in the 1800s. A compilation of more recent events related to the planning for Stock Ranch has been compiled in a Background Report presented to the City Council in September 1999.
