Redevelopment Successor Agency & Oversight Board

On February 1, 2012 the Community Redevelopment Agency of Citrus Heights was dissolved per ABx1 26, the "Dissolution Act."  Citrus Heights used Redevelopment as a tool to enhance, preserve and expand the major commercial corridors that are losing their competitive edge and showing signs of decline. At the time the Agency was created, the City was especially concerned that its commercial and retail sectors were not keeping pace with growth in other parts of the region and that a declining trend was in the near-term forecast.

On June 28, 2011 the California State Legislature passed ABx1 26 & 27, budget trailer bills to implement the State Budget for Fiscal Year 2011-2012. ABx1 26, the Dissolution Act, immediately suspended all new redevelopment activities and incurrence of indebtedness; and dissolved redevelopment agencies effective October 1, 2011. ABx1 27, the Voluntary Program Act, allowed redevelopment agencies to avoid dissolution under ABx1 26 by opting into an "Alternative Voluntary Redevelopment Program" requiring specific, annual contributions to local schools and special districts.


Shortly after the budget trailer bills were approved, the California Redevelopment Association and the League of California Cities filed a lawsuit regarding the constitutionality of ABx1 26 & 27. On December 29, 2011 the California Supreme Court ruled ABx1 26 constitutional and ABx1 27 unconstitutional. As a result, all redevelopment agencies have now been dissolved. 

 

On January 12, 2012 the Citrus Heights City Council assumed the responsibilities of the Successor Agency for the former Redevelopment Agency.  As of February 1, 2012 the Successor Agency is responsible for winding down the Agency's affairs.  As part of the wind down process the Successor Agency is required to prepare an Enforceable Obligation Payment Schedule and Recognized Obligation Payment Schedule.  This information is provided below.

Enforceable Obligation Payment Schedule
Prior to February 1st, the former Redevelopment Agency was required to prepare an Enforceable Obligation Payment Schedule (EOPS) for the Community Redevelopment Agency of the City of Citrus Heights through June 2012. The EOPS has been amended as necessary. Enforceable obligations are bonds, loans, and contracts that the Agency owes to other entities.
