Massage Establishment Licensing Update
Proposed Changes to Massage Establishments (Updated March 28, 2023)
In April 2023, the City Council will be considering an update to the City's licensing regulations of massage establishments. The City seen nearly a 100% increase in the number of massage establishments since 2019. Due to the potential for unlawful activity that impacts surrounding neighborhoods and the potential for human trafficking to occur in massage establishments, the City is proposing a reasonable standard in capping the number of massage establishments allowed to operate in Citrus Heights. Limiting the number of massage establishments will enhance the ability for City and Police Department staff to ensure establishments comply with all requirements and ensure parity with nearby local agencies.
If adopted by the City Council, the new ordinance would limit the number of massage establishments to one licensed location per 3,400 persons. Based upon the current population of 86,367 persons, 25 establishments would be allowed. The City currently has 26 licensed locations. Once the number of licensed massage establishments allowed by the cap has been met, no new establishment licenses will be granted.
